feat: add and use NEXT_PRIVATE_INTERNAL_WEBAPP_URL (#1298)

Introduces `NEXT_PRIVATE_INTERNAL_WEBAPP_URL` used for requesting the
app by itself (backend) [e.g. for background jobs]
