Lucas Smith ed53636338 fix: sequence legacy unordered recipients by id instead of grouping them ...

Unordered recipients were collapsed into one parallel tail step. They now sort
after numbered recipients by id, omitted orders are numbered on create, and
AES/QES sequences same-step recipients strictly at runtime.
